The Diputación de Barcelona commissioned this study to design a “pay as you throw” system for commercial waste in Montmeló. This scheme introduces a fairer approach to waste taxation, since the waste tax depends on the amount of waste generated. This introduces incentives in local waste taxes as well as it allows a better fulfilment of Catalan commercial waste management regulations.

The implementation of the system comprehended both a deep analysis of the characteristics of the commercial waste, the design of logistic solutions adapted to the peculiarities of Montmeló, the design of the tax that finances the system, and all the other relevant aspects that make the application of the new system successful (municipal and fiscal ordinances that reinforce the application of the new scheme, communication campaigns linked to the implementation, economic analysis of the proposals and implementation schedule).
